ITF Approves Competition Rule Updates
The International Taekwon-Do Federation (ITF) Board of Directors has officially approved an update to the ITF Competition Rules, effective 18 January 2026, following a recommendation from the ITF Tournament, Umpire and Information (TUI) Committee.
These updates were introduced in response to feedback from member countries and continental organisations, with the aim of improving tournament flow, scoring clarity, and competitive integrity at international events.
Return to Simultaneous Pattern Performance
While the recently introduced sequential pattern format initially received positive feedback—particularly from referees—the ITF has since recorded a significant increase in concerns from member countries and continental representatives.
Following consultation with the ITF Coaches and Athletes Committees, the TUI Committee has confirmed that, at all future ITF World Championships and World Cups, individual patterns will once again be performed simultaneously.
This change:

Restores the traditional atmosphere and energy of pattern competition

Improves scheduling efficiency

Enhances the experience for competitors, officials, and spectators
Key Regulatory Updates Now in Effect
The following rule changes have also been approved and are now in force:
Two-Level Scoring System (Patterns & Pre-Arranged Sparring)

Level 1: Technical deductions (maximum 6.0 points, deducted in 0.2 increments)

Level 2: Bonus scoring (maximum 4.0 points), comprising:

Up to 2.0 points for Rhythm & Sine Wave

Up to 2.0 points for Power (awarded in 0.5 increments)

Standardised Timing

Power Breaking and Special Technique now operate under a 50-second “shot clock” per technique

The clock pauses during scoring to ensure fairness and consistency
Umpire Neutrality

In Team Sparring, umpires must not share the same nationality as the competing teams, reinforcing impartiality
World Cup Integrity Measures

Overall Club and Nation rankings are discontinued to protect genuine local clubs

A substitute competitor may step in if a coach is disqualified mid-match
Team & Event Logistics

Team lists may be prepared in advance for all disciplines

Amendments to team lists are permitted up to 60 minutes before the scheduled start of the relevant category
Branding Restrictions

Flags, logos, and crests are strictly limited to 85 mm x 65 mm
Team Sparring Scoring

When a competitor withdraws, 4 points are awarded to the opposing team
